After a start in the USA with Vishay Inc. (electronics components), Hugues joined the French Ministry of Industry and was appointed Advisor of the Préfet in the Rhône-Alpes region for economic affairs and energy.

In 1993, he was appointed Head of Department within the Energy Directorate; at this time, he becomes board member of Elf Aquitaine Production and a member of the supervisory board of the French Petroleum Institute (IFP).

In 1995, he joined the French Securities and Exchange Commission as Head of the Main Board within the Corporate Finance Division. He developed his practice in exchange markets, capital raising and issuing of securities, financial, tax, accounting, corporate governance and legal techniques, practices, documentation and regulations.

In 1997, he joined Soletanche SA (civil engineering) and became a member of the Group Executive Committee in 1998. He has been successively Group Secretary General in charge of finance & risks, M&A, strategy, innovation & transformation, I.T., and then Group Executive Vice-President in charge of Asia, Business Development and Machinery.

In 2001, he was appointed French Trade Adviser by Minister Loos and elected board member of the French Chamber of Commerce in Hong Kong.

In 2003, he joined E8-Partenaires Group, a technological group of companies specialized in Machine Learning, Data Analytics, A.I., High Performance Computing, Real Time monitoring and 3D imaging applied to various sectors including Renewables, Oil & Gas, Power, Utilities and Manufacturing. He has inter alia cofounded Voltalis SA, the pioneering global leader in decentralized electricity demand respond. He still sits at the board of the company.

From 2010 to 2014, in parallel to his contribution to several entrepreneurial ventures as part of his role at E8-Partenaires, he was also a board member of the company BULL SA (a world leader in High Performance Computing), at the time listed on NYSE-Euronext.

Hugues de Saint Germain is a former student of Ecole Polytechnique (1987), New York State University (International Finance), Paris-Dauphine University (Corporate Finance) and Ecole des Mines de Paris (1990). He becomes a member of the Corps des Mines in 1990
