Julien Touati

Founder and CEO

Julien Touati founded Reed Management in 2023 to invest in the shift of energy, water and waste across Europe with triple value drivers of infra yield, tech multiple growth and positive social returns.

With over two decades of experience in the sector, Julien led energy transition activities at Meridiam as well as the acquisition of Suez, a leading global water and waste company. Other experiences include overseeing EDF, the French power utility, and the European Investment Bank at the French Treasury.

Julien is a recognized European industry leader in infrastructure and technology. He has more than 20 years of experience in infrastructure and energy and has demonstrated skills in strategic leadership and business growth management, having initiated and led multiple “first-of-its-kind” strategic ventures.

Prior to founding Reed in 2023, Julien acted as partner and executive committee member at infrastructure investor Meridiam, in charge inter alia of the investment into global leader in the water and waste management sectors Suez, of energy transition activities in Europe, as well as Meridiam global corporate development and leadership council chair.

Julien set up and led the Meridiam Transition fund, dedicated to the development and financing of projects and companies contributing to the energy transition, in France and in Europe. He actively contributed to the growth of European leaders, across the electromobility, electricity demand response and biogas sectors. Julien also led the development of several flagship world-first, including the electricity interconnector between the UK and Germany and the largest at the time integrated solar generation, battery storage and hydrogen project.

Between 2020 and 2023, Julien also conducted the carve-out and acquisition of Suez, one of the largest private equity transactions in Europe, of which he has been an active board member and member of the strategic and business committee until November 2023.

Julien joined Meridiam in 2011 from the French Ministry of Finance, where he oversaw energy utility EDF at the French shareholding agency (Agence des Participations de l’Etat - APE) after having been responsible for the European Union financing instruments at the Treasury, in charge inter alia of the European Investment Bank.

Julien is an engineer and energy economist by background. He graduated from Ecole des Ponts Paristech from which he holds a Master of Science (majoring in applied mathematics and energy economics) and a Master of Public Affairs.

In addition to multiple contributions of think tanks and academic institutions, since 2012, Julien teaches Energy Regulations and Investment at the School of Public Affairs of Sciences-Po Paris and is an Atlantic Council Millenium Fellow.
